Controversial activities by manufacturers in the Indian cement industry have repeatedly invited investigations Competition Commission of India (CCI) for allegations anti-competitive cartelising agreements. These manufacturing firms created an artificial scarcity production and supply market, using their association meetings as a front illegal collusive activities. In spite CCI having penalised activities, continued cartelisation market has led government to propose establishment steel regulator proper governance. Along these lines, this paper aims achieve middle ground removing conflict ensuring cooperation between proposed regulator.
